Abstract: There is a small collection of Polish groups in which every sigma-compact subgroup is compactly generated, e.g., the Baer-Specker group, but, in most Polish groups, this is not the case. On the other hand, I will show that there is fairly large class of Polish groups in which every factor group of a sigma-compact subgroup embeds in the factor group of a compactly generated subgroup. The class of groups includes, for instance, the permutation group of the natural numbers.
